The Former President's Progressive Warning Overlooks The Continent's Real Danger: Economic Decline.

Donald Trump's security policy document offers a misguided view of the European Union. It claims that open-border policies and so-called "progressive" agendas represent an grave threat to the continent's identity. However, this argument is based on a fundamental misinterpretation of the reality. The true danger facing the EU is not cultural but technological and economic backwardness.

The Stark Economic Gap Between the US and Europe

Statistics paint a sobering picture. From 2008 and 2023, US GDP surged by eighty-seven percent, compared to a mere thirteen and a half percent growth for the European Union. During this period, EU GDP per capita dropped from 76.5% to just 50% of the US level. Remarkably, even the poorest US state now boasts a higher per capita income than several leading EU nations like France and Italy.

Currently, roughly half of the world’s top fifty tech companies are American, while only four are European.

The Technological Deficit: The Core Question

This widening economic gap stems from superior efficiency gains in the US, largely due to technological innovation and higher total factor productivity. The landscape of world technology leadership is decidedly US-centric. In the last five decades, hundreds of American startups have grown into enterprises valued at over $10bn, versus only fourteen in Europe.

This gap raises a pressing question: In the race for future industries like semiconductors, AI, and fusion energy, what is Europe stand? Most analysts agree it is essentially a two-horse race between the United States and China, with European nations entering at a significant disadvantage.

Root Causes of Europe's Innovation Gap

A number of major reasons explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile system for funding startups. Europe has yet to establish a genuine unified investment market, a factor that caps the scale of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder European business. A American entrepreneur can launch a service under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population, is divided among twenty-seven separate systems, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking vary greatly. In some EU nations, a startup's collapse was once viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its capacity for pioneering research.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, one can find causes for hope. Policymakers are increasingly aware of the existential challenge and have begun to advance serious reform. Key analyses on European competitiveness and the single market point to the need for sweeping changes.

Given appropriate policies and rule changes, these assets could support much higher degrees of commercial innovation.

Europe retains significant strengths: high-quality workforce, excellent schools and universities, and world-class labs. Coupled with a large internal market and substantial household savings, these foundations have the potential to unleash a surge of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in developing next-generation tech, it can still significantly increase productivity by adopting and adapting innovations from other regions.

An Inflection Point

The European Union now stands at a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. But, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible loss of world influence.
